1.1 BACKGROUND OF THE STUDY
As a result of growing school leavers, unemployment in the 1970’s, the Nigerian government introduced the new national policy on education in 1981. a major provision of policy was the introduction of the teaching of financial studies (Accounts) at the junior secondary school (Jss) level with emphasis on total acquisition of practical skills, values and knowledge that would enable the individual live meaningfully in the society.
One of the reasons for the emphasis on the subject is to equip its graduate with the needed skills for gainful employment even if they terminated their formal education at Junior school level. One basic necessity for the relevant teaching facilities including qualified teachers groomed with practical skills.
This ensure that courses are taught according to the curriculum and using appropriate methodology for the subjects.
It is not possible to teach a student to operate a computer machine effectively without the computer machine. For teachers to teach financial subjects (Accounts) they must have a through knowledge of the subject and certified in the area so that they can demonstrate the skill properly for the student to understand and emulated. Noal (1971) and Thompson (1964).
These writers stressed that the individual will acquire skill and reach the stated goal by watching an expert and by practicing. This they believe that the individual in addition to this should be given enough practice to enable him master the art.
In order to enhance the study of financial studies, there is need for student to go field trip. For these will permit students to study equipment and the layout of the office and stages and study the relationship between departments.
1. The operational guidelines issued from the office of industrial work experience for each set of students which should be related to their academic discipline should be jointly worked out by the educational institutions and employers.
2. That detail of work experience programme for each set of students placed with different employers should be dispatched to reach the appropriate area or office for approval before students have their various institutions to begin the attachment.
For effective and efficient work experience it is good that the above guidelines are followed. From observations, the researcher believes so many authors that students industrial work experience scheme (SIWES) is a medium created to expose student to the realities of the work in the various disciplines. It enables student to watch theoretical classroom knowledge with practical work environment through practice. Nwokolo and Ekwue (1990) discovered that there is positive relationship between what students were taught in classroom and the actual on the job experience. The rate of relatedness being 87%.
Students industrial work experience scheme is aimed at promoting the most desired knowledge of technology for the advancement of the nation since it was recalled that SIWES programme was originally designed for professional course, such as environmental studies, engineering, vocational.
From the above facts, it becomes clear that if the lofty dreams of the nation is to be flexible the student industrial work experience scheme (SIWES) should be encouraged all concerned to enhance the technological advancement of the nation.

ABSTRACT
This topic “The Impact of the Federal Governments Economic Policy Measures on Nigeria’s Balance of Payments: Position (1999 – 2002)” was aimed at studying the economy of Nigeria.
The work covered the balance of payments summary statements from 1999 – 2002 and various economic policy measures for the same period.
Analysis was made and observations recorded. Contrary to my speculations, the economy faired well in 2002 and 2001 when the balance of payments recorded favourable balances arising from oil fortunes.
However there were unfavourable balances in 1999 and 2002. Worthy of note was the significant contribution of agriculture in the 2001 balance of payment figure.
In the study, the opinion poll was that the economic problems in Nigeria were not in policy formulations but in implementation.
In the end, some doses of economic Panacea were put forward for the improvement of our economy. They include investment in non-oil sectors like agriculture and industry, security of the nation’s borders to cub the excesses of smugglers, foreign exchange budgeting and management to match with the available foreign exchange, manpower development, extensive and intensive re-orientation of Nigeria, etc all aimed at adding life to the economy.

1.1 BACKGROUND OF THE STUDY
The attainment of a healthy and sustainable balance of payments position has become one of the major pre-occupations of policy makers worldwide.
This is understandable in view of the tremendous impact of development in the balance of payments on the national economy.
Generally, the outcome of the balance of the payments provides a useful guide of appraising the appropriateness of current economic policy measures designed to bring about a well under economic structures.
The economic policy measures on any nation could impact the balance of payments of that nation either positively or negatively depending on the conceptual design and implementation.
The Nigerian economy can largely be described as one with a strong petroleum industry superimposed over an under developed industrial base.
Despite a battery of measures in the form of industrial policies consisting of several incentives to promote an industrial base for self-sustaining growth, the Nigeria economy still exhibits very prominent features of under-development.
There exists a weak technological know-how poor managerial skill and above all, a reliance on a single export commodity oil, which in recent years has failed to provide the much needed capital sufficient enough for the conscious implementation of strategies for development.
In the past, Nigeria relied on the export of cash crops such as cocoa, groundnuts, palm oil, timber and some minerals such as tin, columbite and zinc for her foreign exchange earnings. For instance, between 1965 and 1968, agriculture contributed on the average 55.18% of total gross domestic product (GDP) and mining including production of crude oil contributed 4.16% but as from 1971 to date, the situation has changed significantly – mining, including crude oil has occupied the commanding heights, while the manufacturing and craft sectors remain abysmally negligible
According to Okafor (2004:16) “At the dawn of the current fourth Republic democracy, Nigeria’s economy had been described by the local and international economic experts and watchers of the economy as in abysmal shambles. Virtually all the critical sectors of the economy like the energy, infrastructure, manufacturing and the financial sectors where in total paralysis”

1.1 INTRODUCTON
The first of through of introduction manufacturing companies into various human endeavours was first mulled by the early English scientist. The aim was to ascertain productivity and quality of goods and services.
Manufacturing may be expressed as a system of changing/converting raw materials into a finished product suitable for consumption. It involves activities in changing the reverse formation of raw materials to the formation through the use of machines.
In addition, manufacturing is rather a business oriented operation which is of barter mechanical and technical. It is mechanical because without machines no operation could be run since each stage of production of the machine defect on one and another for effectiveness on the sense that, machines and its operational system require adequate techniques for best handling.
A manufacturing companies consist of number of firm producing commodities which are broadly related, through its not often easy to know the difference between one company and the other, for example, the drinks industry the motor industry, cotton industry, etc.
This example gives a broad indication of the branch of production concerned.
In great Britain, the rationalized industries such as electricity, gas production have been prior attention due to the grate impact it has on national economic growth. Even in the ancient days, before the advent of modern technology, our locally but the present generation of modern technology, has finally made things easy, that is to say increasing advancement is noted. The gift and blessing of the time whereby the production of the good and things were gradually available in greaten quantity and quality to reduce scarcity of choice.
Many professional jobs today, manufacturing companies has been nucleus without the Nigerian economy has its life in the area of making goods available in the high quality, so as to meet the basic requirement of a growing economy, most especially in the area of development manufacturing has a dissimilar branches and many states which includes, the composition of the various form of raw packaging for successful operation. Each of the stage involved requires specialist. The branches with their process do complicate the idea but proper utilization of the discoveries of techniques and method will actually lead to successful occupation.
Manufacturing is achieved by mechanical devices which operations are either automatic or manual.
The combined machines involved in the manufacturing process are so designed in a way that different output be produced to one appreciate patterns.
Manufacturing is universally recognized because of its function, which result to a great high level of goodwill to most companies. For example, seven up bottling co. plc, levels brother Nig. plc, U.A.C plc and host of others.
1.2 STATEMENT OF THE PROBLEM.
The study shall limit itself on the aspect of the economy due to the non-availability of network data for limitation imposed on the researchers by the time and finance. Interview was restricted to the human resources department. The limitation to this research work also includes the factors met in our environment among which are.
Factor altitude of respondents. Others are educational background of most of the junior workers, most of the are semiliterate and illiterates while this posed a difficult ton the research in the course of collecting fact on the topics. Also we cannot rule out the significant percentage of the people living in the environs

PREAMBLE
This project work is aimed at critically studying the different methods of depreciation and their impact in the profitability of business enterprises.
The different methods of providing for depreciation have been posing problem to many individual because the understanding and the use of these methods provide varying depreciation expenses on the same fixed asset. In view of this, when profit is reported using different methods for a period, the reported income will vary under the different methods.
Although most of the different methods of providing for depreciation will be discussed in this work.
Parts of the service potential of a depreciable asset is exhausted in the revenue generating process each period the cost these services must be deducted from revenue of that period. In order to measure the periodic income, the expired cost must be recovered before a business is considered.
Depreciation is one of the most controversial and troublesome areas in accounting.
Depreciation was actually a cost of doing business. Business executive tended to view depreciation as a matter of setting aside something during prosperous periods for the replacement of depreciable assets. When earnings are high, large amounts of depreciation might be recorded and when earnings were low or less provision for depreciation was recorded. Today, it is universally agreed that depreciation is an expenses that must be recorded whether or not revenue is sufficient to absorb it.
Depreciation has been given different interpretations and meanings by various authors and experts in the accounting field as a result many definitions of depreciation exist as many as the authors and experts themselves.
Some of the numerous definitions of the term depreciation as defined by many authors will be examined.
The institute of chartered accountant of Canada defined depreciation as a proportionate charge of an expanse to an accounting period based the cost as other recorded value of fixed assets. Himmed Clan (third international congress on accounting defined depreciation as the price spreading the value of a fixed asset.

INTRODUCTION
In this present world, all nation want its rural urban areas to be developed, with this perspective policies are being formulated to ensure its achievement of that country. For instance, in Nigeria a great number of people live in the rural areas and so the federal, sate and local government are very much concerned in the issue of developing these rural areas.
Development as it effects the rural people differs in many respects from those of the urban poor and poverty alleviation programm targeted at the rural poor must take into account those difference if the failure is to be substantially reduced.
Poverty and some economic deprivations characterize rural life. The people are peasant farmers who produce a high percentage of the nations crops and yet there is an significant development of these rural areas. Rural areas are characterized by bad roads, inadequate water supply, epileptic electricity supply, unequipped hospital among other things.
However, rural development has been given various interpretations by areas that belittled the colonial government. The colonial master jut made sure that there was easy exploration of the economy that is movement of natural resource from rural areas to cities and parts of Britain. With that they neglected the conditions of the rural areas. Since then effort have been made to correcct the situation.
The development of rural areas was interpreted to mean the development of agriculture. The belied. Was that since the main occupation of the rural people was in agriculture, to develop the rural areas means improving agricultural production. Seeing the importance of banking government in 1977, introduced the rural banking scheme to cultivate banking habit among rural dweller. The scheme was to mobilize savings from rural areas for the purpose of channeling same to profitable ventures and are credits by ways of equity and loan for small scale industries and to reduce the movement of young men and women from rural areas to urban areas.
After that, national development strategy with emphasis on the alleviation of rural problems and the enhancement of the quality of rural life. Thus the establishment of directorate of foods, road and rural infrastructures (DFRRI) in 1986.
Apart from facilities, banking services should be inculcated because some of the previous development banking policies failed to yield tangible result owning to many factors of which finance was the major one. The availability of finance resource in the right quantum and at the right time determines to a large extent the development or failure of the area. The commercial banks are in the position to do that.
1.2 STATEMENT OF PROBLEM
In an effort to check the problem associated the rural development, the federal government through the central bank of Nigeria (CBN) made it mandatory for commercial bank to open and operate branches office in rural areas.
Commercial banks are privately owned banks. The owner purposely establish them for profit making. Those commercial banks contributed to the development of rural areas especially union bank of Nigeria Plc. The amount of finance the banks give to rural areas are small and so their contribution towards the development of rural areas in minimal.
There are many reason that accounted for this the nature of commercial banks business. They are reluctant to lend to the rural dwellers who in most cases do
