INTRODUCTION
BACKGROUND OF THE STUDY
This research work focuses on how cooperative thrift and credit societies influence or enhance member’s living standard. Unlike other cooperative society, thrift and credit societies are formed with the aims of improving the standard living of their members. Thrift and credit societies started from Germany by Fredrick Wilhelm Raifferson in the year 1818, Raifferson is therefore regarded as the father of modern cooperative thrift and credit society.Thrift and credit society are mostly found in any form of society, community. The popularly known among the rural dweller, even before the mergence of modern cooperatives it serves as a rural bank before the coming of the modern thrift and credit society. The traditional mutual system has been called and addressed by different names, by various communities who practice it inform of traditional saving’s.However, cooperative societies adopted in virtually all countries of the world for practical all aspect of human endeavour’s modern cooperative organization have penetrated into all the facets of human activities and used of human activities and also to achieve both social and economic goals. In Nigeria, thrift and credit societies started in the year 1940, by the Roman Catholic teachers for salary earners and primarily to take care of their old age and retirement. Members make regular thrift saving during the period they are under employment and other saving for special purpose could also be made by an individuals if they wished, such saving could be for children’s schools fees, vacation leave etc.The societies also grant loans to members and such loans are repaid on monthly installmental basis while regular savings continues. No members of such societies may withdraw while still under employment. Usually the society’s money deposited with the post office saving banks. However, in modern thrift and credit society contributions are not necessarily the same, minimum monthly saving are fixed, and members who share contributions as a regular monthly savings, some are removed directly from-their salaries.
STATEMENT OF THE PROBLEM
The primary aim of any cooperative society is to meet economic, social and cultural needs of members if well operated and managed.
Despite the prospect and significance of thrift and credit cooperative societies, some people are still reluctant in joining or participating in thrift and credit societies. It has unfortunately been discovered that most thrift and credit cooperatives societies are not very effective in the business activities consequently they end up not achieving their goals. As a result of this, the study will try to find out the factor that militates against the enhancement of living standard of its members. Furthermore, in most cases, the members saving are embezzled or misappropriated. It is in the light of this that it is doubtful whether thrift and credit cooperative societies actually perform their roles, that is why this topic is conducted to examine their effect so that the situation can be addressed before it get out or hand.

1.1 INTRODUCTION/BACKGROUND OF THE STUDY
The problem of developing the rural area has received the attention of many experts and researchers as well as the government. This is because it constitutes a serious bottleneck to the socio-economic development of the country as well as the communities. It is in the light of this, that I have decided to examine how rural areas would be developed with the help or assistance of co-operative societies using Idah local Government as the case study.
Rural development according to Diejomoah (2003) is “ The process of not only increasing the level of per capital income in the rural area but also the standard of living of the rural population measured by food and nutrition level, health, education, housing, recreation and security. Also Rural development according to UNO (1960) is “The process by which the effort of he people themselves are United with effort that of government authorities to improved the economic social and cultural conditions of the rural communities to integrate those community into life of the nation and to enable them contribute meaningful to national development.
Therefore, Rural Development is an integration activity involving the Implementation of programmes of agriculture, health, education, home management, provision of infrastructure and other community facilities under the supervision of the government, its agencies and the local people.
Co-operative society is one of the principal agent of rural development. It is not only an avenue for job opportunities, but also as a training ground for the rural dwellers and other society and economic benefits. Hence, it is a strong factor in the nations economic development.
Helms (2005) on the other hand defines co-operative society as an association of persons who have voluntarily joined together to have a common end through the formation of a democratically controlled enterprise, making equitable contribution to the capital required and accepting a fair share of the risk and benefit of the undertaking in which the member activity participate. On the other hand it could be seen as a voluntarily association of persons having mutual ownership in providing themselves some needed service on non-profit basis usually organized as a legal entity to accomplish objectives through joint participation of its members.
As it is, the problem faced by the rural dwellers in Nigeria today is complex. It is those in he rural areas who have to produce not only enough for their families but also for industries and urban population. They also have to produce cash crops either for processing by local industries or for export. Still they lack the basic necessities of life.
Co-operative is a vital issue in every community in this world. Place where it has been properly put into effective operation, its members have greatly achieve something from it. Idah Local Government area is one of the area where co-operative societies have improved the live of its citizens.
Hence assistance should be given to the rural people e.g. Idah people so as to enable them improve politically, economically, socially and otherwise through co-operative societies.
This project therefore, intends to examine rural development, discuss or diagnose strategies adopted by coo-operative societies in developing rural areas. Examine the problem areas if coo-operative societies and to provide recommendation or solution to the problem so far identified.
1.2 STATEMENT OF THE PROBLEM
Perhaps, one of the greatest problem confronting Rural Development today is the lop sided and unbalanced development of their environment and how best to improve the living standard of the rural dwellers. It is not in correct to state that the gross unbalance and inequalities in the level of development between the rural and urban areas of Nigeria is enormous taking Idah local government area for example. Inspite of all the orchestrated policies and programmes of successive government in Nigeria. The problem of rural backwardness and under – development has remained unresolved. This is evident in the persistence of agriculture stagnation, hunger, poverty, disease, unemployment, poor housing, under-employment, poor infrastructure facilities. Most of our rural areas also suffer from inadequacy of social services, high birth rate and death rate, low life expectance, malnutrition and Ignorance, lack of productive, technical and managerial skill to improve production.
In the light of these problems, the researcher is therefore boarded and wants to probe into the activities of co-operative societies to know whether they are contributing towards the development of our rural areas with a particular focus on Idah Local government area of Kogi |State.
The researcher also intends to investigate the impact of co-operative societies on rural development by identifying the above mentioned phenomenon and to know the prospect and problems encounted by co-operative so cities in their attempt to develop the rural dwellers.
1.3 THE AIM AND OBJECTIVE OF THE STUDY
The broad objective of the study is to examine the contribution of co-operative societies to the development of Idah Local Government Area.
The specific objectives are as follows:
1. To identify or determine whether co-operatives societies have contributed to the development of rural areas in Idah Local government Area.
2. To find out the financial problem areas affecting the contribution of co-operative societies to the development of Idah Local Government Area.
3. To determine the impact of the strategies design and adopted by co-operative societies in rural development/
4. Make recommendation on ways towards ensuring greater success of co-operative societies in future.
1.4 THE SIGNIFICANCE OF THE STUDY
This study intends to achieve the following objectives.
1. Help in educating the farmers and the entire rural dwellers on the importance of co-operative societies.
2. Also at the end of the research work, the general public would have gained a lot of knowledge on the importance of co-operative societies.
3. The study will also be significant to future researchers on the facts of rural areas.
4. Also helps to discover, problems of co-operative societies and provide recommendation to the problem identified.
1.5 RESEARCH QUESTION
The following questions are to guide the researcher towards finding out the solutions related to the problems, objective and the question of research.
1. Do co-operative societies play vital role in the development of rural areas?
2. Do financial problem hinder the activities of co-operative societies.
3. How helpful are government and financial institutions in enhancing the activities/ roles of co-operative societies?
4. Do you think co-operative societies provide infrastructures towards the development of rural areas?
5. Do you consider the training of c-operative personnel important towards enhancing their performance as an instrument of development?
1.6 THE SCOPE AND LIMITATION OF THE STUDY
It is a know fact that development is not confined to any particular area but all over the globe.
However, this study focuses its attention on the development of rural areas through the effort of co-operative societies with reference to Idah Local Government Area in Kogi State. Hence the type of co-operative societies, role, prospect and problems would be looked into with particular emphasis to Idah Local Government Area.
The Limitation of the study among other things include time constraints, lack of enough funding and lack of access to adequate data a regards to the topic under study etc.
1.7 DEFINITION OF KEY TERMS
It is important to give a brief definition of the following key terms, in order to know the meaning of the key concept and some words in the research project.
1. DEVELOPMENT:
According to Todarro 1977, he defines development as a many sided process involving changes in structure, institutions and attitude as well as the acceleration of economic growth, the reduction in inequality and eradication of hunger and poverty in a given society.
2. RURAL AREAS:
An area, which is so backward in terms of social amenities and other materials found in urban areas.
3. RURAL DEVELOPMENT
Rural Development in a multi dimensional process by which productivity, income and welfare in terms of health, nutrition, education and other features of satisfactory life of rural people can be improved or transformed.
4. CO-OPERATIVES
As association of persons usually of limited means who have come together to achieve a common economic goal through equitable contribution.
5. DIRECTIVE APPROVACH
This top-bottom approach in any rural setting is where agencies either local government, state government and federal government tries to identify the felt-need of people in the community. This approach comes in when there is lack of human and material resources, provision of technical know-how for the community development. Introduction of new method in education, weaving modern system of farming for rural people.
6. NON-DIRECTIVE APPROACH
The people of the community identify their own felt – need i.e. their duty to plan for action and also implement it. Government/ Philanthropists do not come in but they can seek advice in terms of technicality. It is usually applied to developed society or rural areas that have adequate human, material resources.
7. MID-WAY APPROACH
This is a situation where by the people of the community and the agencies identify their own felt –needs by providing human and material resources. More emphasis is given to the people. This approach is applied to both primitive and developed societies or communities.
8. FELT-NEEDS
Isaac 2005 citing Onyishi define felt-needs as those tangible and intangible things the community or group require as essential to its survival as an organic whole. Without those this, the community or group may disintegrate or remain stagnant. Such things vary from society to society and as such they are better identified by the society itself.

Without those this, the community or group may disintegrate or remain stagnant. Such things vary from society to society and as such they are better identified by the society itself.

Tags: RURAL ECONOMIC DEVELOPMENT AND IMPROVEMENT THROUGH COOPERATIVE ORGANIZATION
CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
This research work focuses on the effects of credit administration and control on the development of cooperative society. Credit administration and control functions as a good instrument that brings about rapid development in the cooperative sector. It can be regarded as the essence of financial instruction in an economy, therefore the formulation and implementation of sound and solid credit polices and control are among the most crucial responsibilities of the management of an organization.
Among the most essential functions of credit cooperative is to provide loans to members and ensure the repayment of the loans given to them, it is therefore important to develop policies that will ensure the security of loans extended to members.
Due to lack of credit administration and control, credit facilities made available is spread among members of the cooperative societies and considered more of gift than loans to be paid within a specific period of time and therefore cooperatives find themselves cripple economically.
The implementation of credit administration and control is a necessary condition of the society so as to achieve its objectives, to serve the members in an efficient manner and more importantly ensure safety of funds for continuity and development of the society.
According to Iyowu (1985) an articulate credit management policy not only seeks to balance profit and liquidity. It expects to determine whom credit must be granted to how much to be granted, for how long and to ensure successful recovery. The achievement of an efficient credit administration and control entails an elements of a subjective management.
This research work will look at the role of credit administration and control, the disbursement of loans and its recovery credit administration and control and how it can be utilized for the development of the cooperative societies.
1.2 Statement of The Problem
The primary aim in a cooperative society is to improve the economic and social position of the members by extending credit facilities to them. It can either be short term or long term loans. It is important that credit usage be productive which will enable the borrower to earn enough to repay the principal and the interest and also realize a surplus from the undertaking.
Cooperative societies are not making significant impact in the growth and development despite some level of credit administration and control, problems are faced when there are no checks and balances and therefore posses danger to it’s continued existence and as such will not have achieved the objectives for which it was initially established.
Due to this shortcoming and more, like lack of experts to handle the finance of the society, mismanagement of funds by officials, poor record keeping which makes most members not to get their contributions as at when due, which has led to loss of confidence, withdrawal of the members and consequently loss of contribution to the societies.
Furthermore, in most cases, the members savings are embezzled or misappropriated. As a result societies do not live long due to dishonesty in handling funds.
Providing members with easy access to credit facilities being among the aims and objectives of most cooperative societies cannot be realized if such credit given to the members are not efficiently and effectively administered to ensure productive utilization and ability of the members to repay loans extended to them. This can guarantee continued existence of the cooperative society.
It is against this background that this study will venture into finding out the effects of credit administration and control in the study areas.

Tags: EFFECTIVE CREDIT MANAGEMENT ON THE PROFITABILITY OF CREDIT COOPERATIVE SOCIETIES
ABSTRACT
Poverty, ‘state of being poor’ is ripping deep inside South Africa, some part of Asia and Africa which Nigeria is not an exception. This is reflected in the countries low level of her per capital income. When about seventy percent of Nigerians are living in a rural areas there is an urgent need to introduce co-operative societies as a valuable instrument for our economic development as well as to alleviate the high level of poverty in the country.
Co-operative which involves coming together of persons pulling their resources together because they have the same common felt need and to form a business enterprise which will help in solving their socio-economic problems and as well be the owner of the society. These may be inform of consumer co-operative society, Agricultural, credit, marketing, industrial, housing, production-promotion co-operatives, etc
Co-operative societies differ from other business in the manner in which surplus earning are distributed to members. The surpluses are shared equitably to the customers or owners of the co-operative society ie in proportion to their patronage and not in proportion to their capital involvement’s. CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF STUDY
Co-operative provides vehicle for brooding and enriching people’s lives. It is a known fact co-operative is playing leading roles in some of the largest and most important social and economic development of our time. This points out that co-operatives are vital element in some country in the word today and that they are flexible instruments that can be adapted to serve their members in the future.
Co-operatives all over the world are managed democratically both in principle and structure. The present political democracy and economic liberalization present in Nigeria is creating a new environment and offer new opportunities that are favorable to the development of co-operative in Nigeria. These new conditions offers themselves to both co-operatives, national and international private companies.
Furthermore, to justify its prime role in social-economics and political development particularly in developed countries like England, France and Germany. It has developed from single traditional terms of mutual institution to a formal organization institution. This institution has gained world-wide acceptance because of the great role it has been playing in the economic development of various countries particularly in the developing countries.
The economic success of co-operatives inevitably has social efforts. Co-operative management brings better yields, which in turn yields, better income and which in a sense means better living standards, better housing, better education for members and their families.
No factor underline the tragedy of Nigeria present political and economic stagnation than the phenomenon of poverty with its attendant under development.the crippling poverty with FACING Nigeria has been well documented by the world bank and united Nation. Perhaps a better picture can be given by looking at the conditions of the children who suffer permanent damage because of poor education inadequate diet and dilapidate housing. The health problem of the children of the rural poor are particularly serious as indicated by the medical doctors who examined children in the country during the last house to house immunization. The presents of these children are unemployed where they are employed, some of them are underemployed.
Also, one of the economic problems that has continue to eat deep into the system, resulting to poverty is inflation. This is persistent upward movement in the general price level (or averages level of price) for goods and services. This is an increase in the general level of purchasing power of the naira. As the price level goes up, the purchasing power of the naira decline as well as when the price level goes down, the purchasing power of the naira rises. The little money in the hands of the rural poor masses cannot buy anything as a result of the inflation in the country.
Development and its importance especially rural development cannot be over emphasized in Nigeria. In a country where more than 70 percent of the populations are rural dwellers. It becomes more crucial why emphasis should be placed on the rural peasants. Without them, the key to sustainable and grass development cannot be realized in the country, so rural dwellers must involve ways of making them part and parcel of the development programs through proper sensitization, mobilization and empowerment.
1.2 STATEMENT OF PROBLEM
The social political environment existing now in the country since may 1999 who the present government of Obasanjo took over, is quite different from what it was in those early days of military regime and pure capitalism. Today it is the mixed economy everywhere with both private and public properties in existence. Nobody will want the society to return to the old dictatorship and subsistence living. Everybody enjoy high technology, division of labor, standardization, mass production of a wide assortment of goods, the rights and freedom of the masses are respected, the interference from government in other business organization like the co-operatives are less. This and more characterize the modern economy.
On these regard, this research study is involving a critical analysis of the following issues relating to co-operative as a valuable instrument for poverty alleviation and Nigeria economy under the present democratic government.
Why do we need co-operative societies today.
How fast has co-operative societies contributed to our environment today both politically and economically?
The restricted development opportunities available to co-operatives.
Nigeria poverty and the way forward.
Development of Nigeria economy through co-operative societies.
Other economic and social benefits of co-operatives.
1.3 OBJECTIVES OF THE STUDY
Economic development is measured by the ability to achieve certain goals or targets. These goals or a target relates to both a nation and its individual citizens. When maturity of interest between the nation and its citizens prevails the opportunity for success is greatest for co-operatives to make their maximum contribution to poverty alleviation and economic development, they must be complementary or rather competitive with the interests of the nation and its citizens. The citizens also are the actual or potential members of co-operatives. Because these association benefits from those who use their services. They are in a strategic position to economic development and poverty alleviation. They can be substantial force for improved production, marketing and general business partices as well as an educational vehicle for the strengthening of democratic institution, establishing better health standards of education and technology. These direct contributions to their individual members also strengthen co-operatives to help in the achievement of national goals.
On the basis of opportunities and its development, co-operatives and the society, social and economic ventures available to co-operatives only the more technical factors are assumed exclusive in theory. It is in this direction that this research study further gathers spiral momentum to achieve the following aim through a secular implementation of the Bellowed strategies.
Know the economic venture co-operatives can embark on.
To what extent do such economic venture contribute in alleviating the poverty of the masses.
The values of co-operative development.
Suggesting ways of budding up capital for co-operatives so as to enable them diversity into profitable ventures.
Obstacles withholding co-operative economic development and opportunities.
Solutions to such obstacles and relay them to all co-operative societies.
1.4 SIGNIFICANCE OF THE STUDY
As voluntary association formed by people to satify their needs effectively than they could as individual, co-operative societies have been important instrument for raising societies the standard of living of the masses as well as development of the modern economy throughout the world. The rate of growth of rural co-operatives has been rapid during the past twenty years particularly in the nations of the world.
As credit agencies, co-operatives have had the advantage of fairly intimate knowledge of their members characters and circumstance as well as of local production possibilities. By so doing, they have realized an opportunity. Consequently this research study will ensure the clear elucidation of the following issues.
The special opportunities given to co-operative societies to contribute in improving the general well being of the masses.
The main objectives of co-operatives of co-operative society are to eradicate poverty.
And you will recognize how a co-operative society can be recognized as a self-help organization.
1.5 SCOPE AND LIMITATION OF THE STUDY
My area of study is the co-operative department ministry of commerce industry and technology Enugu ministry of commerce was autonomous but later it was merged with the ministry of co-operatives department in the ministry of commerce, industry and technology. This department acts as supervisory organ of co-operative societies within the state. the department duties includes to register, audit, inspect, arbitrate, organise co-operative societies etc. this ministry has a staff strength of one hundreds and eight. They have paid employees that receive monthly salaries depending on their qualifications and grade level which encompasses first school leaving certificate to degree holders.
There are some difficulties that militates against the study such as time and the gathering of research materials. This seems to be one of the major constraints of the study. Lack of materials in the school library as a whole is very big hindrance to the research work.
There are other factors such as finance to embark on some research. I mean intensive research work. This draws back the rate of improvement that would have been achieved and of great upliftment to the study.
1.6 DEFINITION OF TERMS

DEMOCRATIC GOVERNMENT: democracy is defined as a government of the people by the people and for the people. In modern democracies, thereforethe people elect their own representatives in free and fair election. One important point about democracy is that decisions are usually by majority vote.

1.1 INTRODUCTION
A Co-operative is a union made up of a group of people and an enterprise. It is made up of a group of people with common goals, who run an enterprise in order to achieve their aim objective. There is no co-operative without a group of persons and an enterprise through which they achieve their aims.
The enterprise of a co-operative is only a way through which the group of member achieve their aims. It is an instrument of achieving the socio economic goals of the members. A co-operative has two demands, that means that is made up of both a group of individuals and enterprise.
The co-operative is a sociological group which possess common interest, goals, aims and objectives for all members of the group. The group of persons making up the co-operative is on a long –term basis. It is relatively permanent and of temporary or on idle basis. These are different roles to be played within the content of the group which must be mutual in the sense that they complement each other.
There may be individualistic or collective role. This means that these are some roles which individuals are expected to play while these are others which should be carried on by the group. Example of group role is election at the group. Example of group role is election at this general meeting. These will be common values within the group. These means that certain action of behaviors will be regarded as positive of negative within the group. There must be some common understanding about what actions and reactions that are acceptable or not acceptable. This is a way of translating its bye –law into norms which are based on common values and acceptable to all. These norms could represent the standard norms which stipulate the way of carrying out individual and collective roles.
For a group to exist in the long term, these must be a two way communication: between the individuals to know the rules of changes in the affairs of the group. If these is no communication, the group will reek down.
Every group should have a structure through which it functions which lead to the formation of a hierarchy. A group in which everybody is equal will not work. Some people must be higher while others will be lower than others. For instance, there will be the president, secretary, members of management committee etc. the group must also be identifiable. That is, it must have some characteristics which will make it easy for it to be identified within of outside the group. Each of these points will help in achieving the goals of the group.
1.2 THE PROBLEM OF AUDITING AND CONTROL
The problems of co-operative organization and control could be traced to many factors.
In the first place, to audit a co-operative organization the members should know actually through education the values and benefits derived from it. Illiteracy among the members is a big backwardness facing the organisation. The great importance of co-operative education cannot be over emphasized a medical practitioner, Doctor William King, in his words said that there is a great importance attached to co-operative expert, Mr. Stemera said that “we are giving a choice between two alternative, that is co-operative with a large amount of capital and no education, and a co-operative society with a small amount of capital but with knowledgeable members, our experience inclines us to choose the letter.
The more co-operative education the member possess the easier it will be for the inspector to guide and assist them. Co-operative society with ignorant members in a very heavy burden on the inspection and the item devoted to its supervision is not achieved. Co-operative education is not the study of physics sciences like physics of politics. It simply means knowledge of the meaning objectives and running of the co-operative society, the duties of the members and the committee the knowledge of the society’s bye – law and the relevant sections of the co-operative law. The education can be imported in a formal or informal way. Members can arrange a study of the co-operative laws. This method is formal. It will be a good thing if any time the inspector attends a co-operative society’s meeting, he spends about fifteen minutes teaching the members certain sections of their bye –laws. Informally, the co-operative inspector discusses matters with the members or answers their questions.
Moreover, it is essential that every members of the co-operative society should receive co-operative education. They are expected to know what the objective of the organisation are. A member should be thought his duties and responsibilities to his society, as well as his rights and privileges arising therefore. He is expected to know also certain provisions of the co –operative law and society law. Profit is shared among themselves. The same problem is applicable to producer co-operative society. They needed capital for the purpose of high cultural production for the purpose of economics of large scale production. But, where such money is not within their reach, that very objective could not be implemented.
Finally, the most capital problem being encountered by co-operative society is the money for employing auditors to audit their annual account. If this should be the case, then, actually the society is facing a big economic and financial predicament.
For instance, where the co-operative society fails to audit its annual account, the financial position of this organisation could not be defected. It could lead to a lot of problems.
First liquidation, fraudulent act and poor planning. It will stop to enjoy economic of large scale investment. Fraudulent act and other necessary inflation of the organization as assets would be in practise. This problem of auditing the organisation should be strictly checked and eradicated so as to achieve a better for the society’s
1.3 PURPOSE OF THE STUDY
It helps a nation or country to achieve its desired economic growth, development and equipment allocation of revenue. Its annual auditing is very necessary. Moreover, once our respective co-operative society is well audited in a free and fair manner, fraudulent and inflation of assets would be defected.
1.4 SIGNIFICANCE OF THE STUDY
The main beneficiaries of this study are the public, the accountancy firms, professional accounting bodies and government.
- Public: This study will enable the public appreciate the duties and capabilities of the auditors.
- Accounting firms: Auditors help in dictation of errors in the accounting firms. Such as error of commission, omission, principle and compensation.

Besides, government will benefit from survival of such enterprises as it will derive income through taxes and job opportunities will be created.
1.5 DEFINITION OF TERMS
