Integration is essentially nation-building programs in which dysfunctional or unstable or “failed states” or economies are given assistance in the development of governmental infrastructure, civil society, dispute resolution mechanisms, as well as economic assistance, in order to increase stability. The study relied heavily on primary and secondary data, and a survey research method was used to examine the application of the Federal Character principle and improve integration. Two research questions and hypotheses guided the study. Findings of the study showed that the Federal character principle impacts on national integration and has not improved the Federal civil service integration in Nigeria. To achieve improved integration, the principle of federal character should be applied with less stringency but with fairness among states and local governments that are homogenous, to avoid creating division where none may have existed.
