DESIGN AND IMPLEMENTATION OF AN ONLINE STUDENTS ADMISSION SYSTEM

ABSTRACT

This work discusses Design and implementation of an online students admission system.

The difficulties students and staff of admission office usually face in any higher institution, made us to realize that computer assisted admission system is the best in processing students record in Federal College of Education, Eha-Amufu, Enugu.  This will save our school the embarrassment caused by students complaints at the end of working day.

Our basic objective of designing and implementing an online students admission system is the development of data Base computer program that will enable the Register and admission officers to efficiently, accurately and effectively process and co-ordinate the various students activities in the institution without much difficulties with little time.

In view of this, admission officers must prepare for successful working relationship with an online information processing and in addition get their members of staff familiarized with the system for easy and effortless exercise that produce reliable output (result).

This project describes how much an students admission system is developed and how in particular it can be effectively used for the day to day running of the set-up.

For the purpose of this research we shall use data base programming language version iv.  This is because Dbase iv handles a large volume of data.  It is database management package, which is good for students record keeping activities.

INTRODUCTION

1.1       BACKGROUND OF THE STUDY

The background of the study is Federal College of Education Eha-Amufu.  Here is the brief history about the college.

On February 21, 1981, the then Governor of former Anambra State, Chief Jim Ifeanyichukwu Nwobodo, announced the first provost and Registrar of the Institution.  On 23rd December 1982, the Anambra State House of Assembly enacted a law retroactively establishing the college.  The law cited as the “Anambra State of Nigeria how No. 28 of 1982” Came into force on 21st February 1981.

The aim of the college as set out in the law establishing it include:

(i)                 To organize, improve and develop courses of science and training various categories of teachers.

(ii)               To promote research and advancements of science and leasing .

(iii)             To serve as a center for educational research especially as applied to local conditions.

(iv)             To organize, improve and extend education of standard higher than secondary school level.

(v)               To encourage all closes and communities without any distinction to pursue liberal course of education.

After the announcement of the establishment of the college of Education, Eha-Amufu by the Governor with effect from 21st February, 1981, a temporary office with skeletal staff was opened at an office around the then Anambra Television (ATV) Independence Layout, Enugu.

On 7th August, 1981, the then Anambra State commissioner for Education and the then permanent secretary to the ministry took the newly appointed provost and Registrar to the present site of the college at Eha-Amufu, about 64 km Northust of Enugu, the Enugu state capital.  The site was formerly occupied by the federal Government owned Teacher Training College (TTC), Eha-Amufu.

When the federal Government handed over the facilities of the college to the Anambra State Government, it decided to use the facilities to establish and run the college of Education Eha-Amufu.  This site of the defunct ITC.  Eha-Amufu, has remained the permanent site of the college of Education, Eha-Amufu.

On 1994, it was handed over to Federal Government again and became Federal college of Education Eha-Amufu under the Governance of the then Executive Governor of Enugu State, Dr. Okweslieze Nwodo.

The ultimate goal of any establishment is effectiveness.  This is achieved only when is/are proper co-ordination of activities between the various units that comprises the system.  This coordination is even more important in institution of higher hearing especially at the students, admission, where the desired end is to bring in students who will at the end of the day acquire knowledge that will help the entire society.

Ineffectiveness of diminish system could diminish its ability to relieve student’s tension, frustration and worse still produce lethal consequences.  Any measure therefore that can improve the needed response of any institution and its general efficiency is most welcome.

An online students admission system enables the staff in charge to get the students record foster, therefore saving process precious time in student’s management.

In an online institution’s admission’s admission system, the electronic machine quickly retrieves any available information regarding to any student and displays it within a short period of time.

Any adhoc enquiry concerning a student’s indebtedness to the school is responded to promptly, computer could more accurately do staff duty roster.

Coding the particulars of the staff into the computer does this and after, it can be saved and will be available for retrieval at anytime.  And because the documents are printed, and information about each staff is contained and can be accessible to determined how many hours in a week each works and then next he/he should be on seat.  Thus reducing administrative work loud on the staff.

1.2              STATEMENT OF THE PROBLEM

The difficulties student and staff of admission department usually force in any institution of higher learning made us to realize that (computer aid) an online admission system is the best that can happen to Federal college of Education Eha-Amufu.  This will save our school the embarrassment caused by students’ complaints at the end of the working day.

It was in the view of this that Sundison (1994) pointed out that “a typical problem students have had was moving from school to another school.  In a modern society labour moves quite a bit and many students change schools at least once in their lifetime.  Every time new students were offered admission into a school, there was a problem of which curriculum the previous school had followed and therefore whether the previous level tallied with those of the new school”.

Many students neither know their right nor left at the admission level in the institution.  Admission had frustrated so many students that some even roles a lot of lectures in pursuit of registration.

1.3              PURPOSE OF THE STUDY

The original purpose of this study is to design and implement an online students admission system in Federal College of Education Eha-Amufu.  Its purpose are to have the following:

(i)                 Efficient and safe storage

(ii)               Quick retrieval of records and information

(iii)             Proper accounting and file keeping

(iv)             Quick response to any adhoc enquires

(v)               Assist in result recording

(vi)             Assist in CCPA updating

1.4              SIGNIFICANCE OF THE STUDY

It is hoped that the result of this study will serve as tools for helping students who wish to register for their NCE programmes, and will go a long way helping the staff also.  This is easy to achieve since standard and tested computer programs handle all sort of complex calculations, storage and retrieval of valuable information needed fro the school.

Also, important is the fact that records prepared with electronic machine can be stored as long as needed in non-bulky and compact systems.

Works has been done in many areas of computerization, in industry and commerce but not much has been done in school administration and management system/services.  We have therefore done this work to highlight the use of an online in the important area of student’s services.

1.5              SCOPE OF THE STUDY

This work is confined to the federal college of Education, Eha-Amufu that is our area of research work.  This was done to attain a standard output that will be useful to both students and as well as the staff of college.  It also helps in making a quick, accurate, efficient and reliable data processing

DESIGN AND IMPLEMENTATION OF A COMPUTERISED CASE MANAGEMENT INFORMATION SYSTEM

ABSTRACT

This research is on the design and implementation of a computerized case management information system. The legal practitioner is a research and law teaching, where Lawyers & Judges study about cases on-line.  They insert in any newspaper, periodical or any other publications and advertisement offering as a member of the Bar to undertake confidential inquiries; to write for publication or give an interview to the press or otherwise cause or permit to be published, except in a legal periodical, any particulars of his practice or earnings in the profession or of cases pending on the courts or cases where the time for appeal has not expired on any matter in which he has been engaged as a member of the Bar, to answer questions on legal subjects in the press or any periodical on in wireless or television broadcast where his name or initials are directly or indirectly disclosed or likely or be disclosed.

The maintenance of a respectful attitude towards the court is been made.  It is unprofessional on the part of a member of the Bar to promote a case, which to his own knowledge is false.

Referring on different cases by some judges and lawyers, considering the fact-finding information displayed on related cases on web.

The situations where cases are adjourned are made known to the public who are interested in those involved in the case.  The aim of the disciplinary committee is to consider and determine any case where it is alleged that a person whose name is on the roll of legal practitioners has misbehaved in his capacity as a legal practitioner or should for any other reason be the subject of proceedings under the Decree to hear appeals from any direction given by the disciplinary committee.  Preparing and from time to time, revising a statement as to the kind of conduct if considered to be infamous conduct in a professional respect.  This is to say that if the case is being adjourned, they will automatically know about the information on-line.

Judgment is being concluded to be available to other practitioners on-line, either in favour or against, depending on the crime committed.

The introduction of a computerized case management information system is a great change in a legal practitioner based on the web site through browsing, which helps them to make references on different cases from the files documented.  As a machine, it is faster, accurate, easy to be used.  By the available data, it involves writing a program of instructions.

A lawyer maintains a respectful attitude towards the court.  They have to engage in public prosecutions, to see that justice is done.

CHAPTER ONE

1.0           INTRODUCTION

To understand the this  case management information system, it includes not merely the profession, which is practiced in courts but also covers law teaching, law research, administration in different branches where law plays a role and in fact, commercial and industrial employment and all other activities, which postulates and requires the use of legal knowledge and skill and which adopts legal process also fall within its scope.  The computerized case management information system comprises all those who use technical legal knowledge through net in performing their various occupational roles.  These will include such categories as practitioners of law and legal advisers, judges and magistrates, Area court Judges and Islamic Court Judges, academic lawyers and scholars, legal technicians (e.g. consultants) etc.

A legal practitioner is a person entitled to practice as a barrister (advocate) or as a barrister and solicitor.  In Nigeria, every legal practitioner is a barrister and solicitors.  For example, an advocate practicing in a country whose legal system is similar to that of Nigeria may be permitted by the chief justice of Nigeria to practice as a barrister.  The chief justice has no power to permit him to practices as a solicitor.  Further more, a senior Advocate of Nigeria is not entitled to practice as a solicitor.

The problem statement is mainly centralised on the existing method of computerized case management information system.  The information obtained on-line, shows that a legal practitioner is entitled to recover his charges by action in a court of competent jurisdiction.  In General, before a legal practitioner brings such action, a bill for the charges containing particulars of the principal items included in the bill and signed by him, or in the case of a firm by one of the partners or in the name of the firm, must have been served on the client personally or left for him at his last address as known to the practitioner or sent by post addressed to the client at that address.

In addition, the period of one month beginning with the date of delivery of the bill must have expired.  There are provisions in the legal practitioners for taxation of bills of charges delivered by legal practitioner to his clients.

The council is to be consulted by the Attorney-General  of the federation before making regulations for the enrolment as legal practitioners in Nigeria, Court of  Appeal Enugu as a case study, members of the legal profession in any other country on a reciprocal basis.

The Attorney – General of the federation is also required to hold consultations with the council before varying the rates of practicing fees specified.

1.2           AIMS AND OBJECTIVES

The computerized case management information system has an increasingly important role in a modern state not only in dispensation of justice but also in the formulation of a just legal order and in the preservation of an efficient juristic order.

The characteristics of the on-line legal practitioner such as independence, integrity, official administration of courts and administration of justice.

There is a roll of legal practitioners kept as a roll of court and maintained by the chief Registrar of the Supreme Court of Nigeria.   In general, a person is entitled to be enrolled if and only if:

(a) He has been called to the bar by the body of Benchers; and

(b)He produces a certificate of his call to the Bar to the Chief Registrar of Supreme Court.

In general, persons whose names are on the roll of legal practitioners kept as a roll of court and maintained by the chief Register of the Supreme Court are entitled to practice as barristers and solicitors.  However, the chief justice of Nigeria may, by warrant under his hand authorise a person, whose name is not on the roll, on payment to the Chief Registrar of the Supreme Court of such fee not exceeding 50 Naira as may be specified in the warrant, to practice as a barrister for the purpose of specified proceedings and of any appeal brought in connection with those proceedings.

The power of the chief justice to authorise a person to practise as a barrister under this provision is exercisable where:

(a)  an application for permission to practise as a barrister is made to the chief justice by or on behalf of any person who is the opinion of the chief justice is entitled to practise as an advocate in any country where the legal system is similar to that of Nigeria; and

(b) the chief justice is of the opinion that it is expedient to permit the person to practice as a barrister for the purpose of proceedings with respect to which the application is brought.

Furthermore, a person for the time being exercising the functions of any of the following offices is entitled to practise as a barrister and solicitor for the purposes of the office:

(a)  The office of the Attorney-General, solicitor-General or Director of public prosecutions of the federation or of a state; and

(b) Such offices in the public service of the federation or a state as the Attorney-General of the federation or of the state, as the may be.

1.3           SCOPE OF THE STUDY

Reference could be made from different parts of the world about a case on-line.  Considering the fact that information are displayed on the web because, some Judges and Lawyers could be able to make reference on how related cases are being handled.

For instance, somebody is having a case of murder in the court and you want to search, to know how the case was treated or how it was judged.  As a lawyer, you may go on net, to search for a related case to the case you are handling and how it was treated, in order to know or for easy decision on your own cases.

1.4           LIMITATIONS

Although a person has been enrolled as a legal practitioner, his right to practise as a legal practitioner may be limited where:

(a) he is a senior Advocate of Nigeria; or

(b)he has not paid a practising fee: or

(c) he is a legal practitioner of less than seven years standing.

The rank of legal practitioners known as Senior Advocates of Nigeria is Equivalent to that of Queen’s Counsel which has been abolished in Nigeria.  The Amendment provides that the legal practitioners privileges committee may by instrument confer the rank of senior advocate of Nigeria on a legal practitioner who has been qualified to practice as a legal practitioner is Nigeria for not less than 10 years and who has achieved distinction in the legal profession in such manner as the committee may from time to time determine.

DESIGN AND IMPLEMENTATION OF A COMPUTER-BASED TELEPHONE DIRECTORY SYSTEM (A CASE STUDY OF ENUGU EAST LOCAL GOVERNMENT AREA)

ABSTRACT

Reason for a telephone directory in to have a guide or what we can call a director. Subscribers of the telecommunication industry of may not find it very easy to locate information on a voluminous pages of a telephone directory, take an instance where we have over 70,000 subscribers, it will take a whole lot of time before one can easily trace his/her information (A Directory contains information like Name, Address and avacodes of subscribers) because of this time wasting and inflexible way this time wasting and unflexible way this manual approach act, computerization become a meant do activities that must be carried out on directory system.

CHAPTER ONE

1.0     INTRODUCTION

One of the most exciting aspects of the information technology revolution is the combining, telecommunications with computing. This allows information to be processed by computer and then transferred down telephone lines to the recipient computers. The speed at which this can be done surpasses more conventional communication techniques. The process is no longer limited to telephone.

The combination of computer and telecommunication technologies has heed profound effect on the way computer system are organized.

NITEL (Nigeria Telecommunication Plc) is one of the organization that gives communication services to subscriber (Although there are presently other private driven communication services subscribers.

NITEL has the list of all its subscriber in a book where they keep records of each subscriber in a unique way. Periodically when new subscriber come in, they update the book let it become a routine when a subscriber comes in or leaves to update the booklet.

This way of producing information or producing of this booklet will always be hindered since manual operation is involved and most time, it be can become error prone and then misleading people.

This booklet is known as TELEPHONE DIRECTORY which is the fulcrum or pivot of this project. Since computer revolution involves and covers all works of life just as we have said earlier, when adopted and it replaces the manual method of processing, there is indeed going to be a complete revolution in the system.

Using of key fields for searching and retrieving of any viable information of any subscriber will be easer and fast.

STATEMENT OF THE PROBLEM

Many people lacks the will to read books either of small or large size. Unfortunately, the telephone Directory in a voluminous and it become tasky to search through such text and moreso it involves lot of time.

Inflexibility of this manual system is nothing to write home about hence computerization of the system becomes imperative and nothing to ignore because it is not easy to modify or update information.

Finally, another problem facing this system is the cost of production. It is always involve much money to produce booklet of telephone Directory.  The maintenance also involve using the money and they all are carried out periodically.

PURPOSE OF THE STUDY

Having states the problem of this work (The system in review) than what my reason or reasons of going into the study?

The system is defectize and does not belong to a Millienia generation like ours where computer have taking he entire of the stage and the world is now in what is called “Jet age” (Word or phrase associated with speed).

To uplift the standard of telecommunication in Enugu East Local Government Area, Computerization of their system becomes a must. Another thing is flexibility, as stated in the problem that the manual system is not flexible, avoiding time wasting in such system communication automation must come in.

AIMS AND OBJECTIVES

One of the aims of his work is to produce a computer based system, that will be able to carry out the operations of the present system effectively and reliably. Another thing is to produce an less expensive system that is easy to maintain and update. Finally, good work is commendable, so when this work is successfully completed I believe the society and people around will appreciate my work.

SCOPE OF STUDY

This study is concerned with the Telephone Directory Operations alone the searching, updating and editing are only to be carried out and nothing beyond this in the work, but there is always room for improvements so whoever wish to start from hence, it is a good idea to be welcomed. This  method helps and encourages improvement.

LIMITATION OF THE STUDY

Factors abound to be faced during this work and they are inevitable. Such factors will actually be constraints to the high attainments of getting the greatest percentage of this project such factors include examination which is around the coroner, cost of transportation to and fro my case study environment, lectures and quizzes, assignments and many other uncertainties.

DEFINITION OF TERMS

There are some terminologies that are peculiar to this study, some of which are defined below:

TELECOMMUNICATION:    can be defined as communication by cables, telegraph and telephone.

TELEPHONE: System transmitting the voice by electric current through wires.

DIRECTORY: List of telephone subscribers.

DATA: Basic facts for computer process.

FIELD:  A collection of related data item.

RECORD: A collection of related fields.

FILES: A collection of

INFORMATION: These are data that has been processed.

SYSTEM: This is interrelated procedure that makes up a whole.

logically related data items.

COMMUNICATION: The act of exchanging information from one person to another.

DESIGN AND IMPLEMENTATION OF A TAX ASSESSMENT SYSTEM

DESIGN AND IMPLEMENTATION OF A TAX ASSESSMENT SYSTEM

Abstract

Design and implementation of tax assessment system is a project work aimed at developing software that will enable Enugu State Board of internal revenue assess companies to determine their PAYE.

The primary objective of this project is to study tax policy in Nigeria, with the specific objectives of examining the main tax reforms in the country; highlighting tax revenue profile and composition; analysing possible distributional impacts on the poor; discussing major problems that could prevent effective tax implementation in the country; making a proper tax assessment for companies and individuals.

So this project work is designed to explore the possible means of implementing a computerized tax assessment system using visual basic 6.0 as the platform for the software development.

CHAPTER ONE

1.0    INTRODUCTION

1.1           Background of the Study

Nigeria is governed by a federal system, hence its fiscal operations also adhere to the same principle. This has serious implications on how the tax system is managed in the country. In Nigeria, the government’s fiscal power is based on a three-tiered tax structure divided between the federal, state and local governments, each of which has different tax jurisdictions. As of 2002, about 40 different taxes and levies are shared by all three levels of government.

The Nigerian tax system is lopsided, and dominated by oil revenue. The most veritable tax handles are under the control of the federal government while the lower tiers are responsible for the less buoyant ones—the federal government taxes corporate bodies while state and local governments tax individuals. While the federal government on average accounts for 90 per cent of the overall revenue annually, it only accounts for

about 70 per cent of total government expenditure. In 1995, the breakdown of total tax and levy collection of the three tiers was 96.4 per cent for the federal government, 3.2 per cent for the state and 0.4 per cent for the local government (Phillips 1997: 40). A major element contributing to this development was the prolonged military rule that had ignored constitutional provision.

Over the past four decades, the country’s revenues were largely derived from primary products. Between 1960 and the early 1970s, revenue from agricultural products dominated, while

revenue from other sources was considered as residual. Since the oil boom of 1973/4 to date, however, oil has dominated Nigeria’s revenue structure, and its share in federally collected revenue rose from 26.3 per cent in 1970 to 81.8, 72.6 and 76.3 in 1979, 1989 and 1999, respectively. Over the past two decades oil has accounted for at least 70 per cent of the revenue, thus indicating that traditional tax revenue has never assumed a strong role in the country’s management of fiscal policy. Instead of transforming or diversifying the existing revenue base, fiscal management has merely transited from one primary product-based revenue to another, making the economy susceptible to fluctuations of the international oil market.

The need to address this problem led to several tax policy reforms. The tax policy reviews of 1991 and 2003, as well as the yearly amendments given in the annual budget, were geared towards addressing this issue. But not much has been achieved. Perhaps to understand the importance of tax policy reforms, one needs to appreciate the urgency for such reforms. Why the need for tax policy reforms in Nigeria? First, there is a compelling need to diversify the revenue portfolio for the country in order to safeguard against the volatility of crude oil prices and to promote fiscal sustainability and economic viability at lower tiers of government. Second, Nigeria operates on a cash budget system, where proposals for expenditure are always anchored to revenue projections. This facilitates determining the optimal tax rate for a given level of expenditure. Thus accuracy in revenue projection

is vital for devising an appropriate framework for sustainable fiscal management, and this can be realized only if reforms are undertaken on existing tax policies in order to achieve some improvement.

Third, Nigerian tax system is concentrated on petroleum and trade taxes while direct and broad-based indirect taxes like the value-added (VAT) are neglected. This is a structural problem for the country’s tax system. Although direct taxes and VAT have the potential for expansion, their impact is limited because of the dominance of the informal sector in the country. Furthermore, the limited formal sector is supported with 2 strong unions that act as pressure groups to deter any appreciable tax increment from gross income. Fourth, the widening fiscal deficit that over the years has threatened macroeconomic stability and prospects for economic growth makes the prospect of tax reform very appealing. The ratio of deficit to GDP averaged 9.98 and 5.0 per cent for the periods 1990-94 and 1999-2001; in 1993 it was 15.5 per cent.

Fifth, the study groups on the review of the Nigerian tax system in 1991 and 2003 highlighted the need to increase tax revenue and reduce expenditure as the major fiscal issues to be addressed. As such, the primary objective of the committees was to optimize revenue from various sources within the country. Finally, the necessity to improve the tax notification procedure was underscored in order to facilitate effective evaluation of the

performance of the Nigerian tax system and to promote adequate planning and implementation. The quality of management associated with regular and

result-oriented tax reforms has a significant bearing on the overall macroeconomic performance and the distribution of resources between public and private sectors as well as within the public sector.

1.2    Statement of the Problem

Tax assessment in Nigeria has been a difficult one for years now. Company’s and individuals argue that the tax imposed on them far exceeds their income. Most at times, mega company’s runs away from paying their tax due to their connection to government. This leads to loss of revenue hence deterring the growth of the nations economy.

To this end, government is worried on the best way to implement the tax payment system. Most often the revenue collectors end up using the money collected for their personal need thereby diverting public funds.

The keeping and retrieval of accurate records on taxpayers are poorly carried out in most tax offices.  Files may be misplaced; the record in them may be wrongly filled.  Hence, it is not easy to obtain accurate and timely information or data. Keeping of folder for each taxpayer manually takes a lot of time and money and some of the information is redundant.

1.3    Purpose of the Study

This study is aimed at developing a database system for tax assessment in Board of Internal Revenue Enugu

1.4    Objectives of the Study

In spite of the importance of a result-oriented tax policy review for the country, attempts have not been made to assess development over the years. The primary objective of this project is to develop tax assessment software, with the specific objectives of:

i) Examining the main tax reforms in the country;

ii) Automated Tax assessment system

iii) Have a database of tax payee

v) Maintain annual tax income record

1.5    Justification of the Project

The aim of this study is to replace manual methods in tax offices.  This would go a long way to eliminate the errors encountered in manual computation, which could be inimical to the people.  Thus, this would help the tax officers overcome mental stress and constancy of being overworked.

The findings of this study would be useful to both government, staffs, company’s and individuals in the country.

1.6    Scope of the Study

This research work is limited to tax information system. The software developed will be carried out using Visual Basic to manage the database and at the same keep track of tax assessment information.

1.7      Limitations

Due to time constraint, the software developed in this project covers tax assessment information. All other aspect of revenue collection information is not covered in this project.

1.8    Assumptions

It is assumed that the tax computation formula used in the software developed is correct based on the information obtained from board of internal revenue Enugu.

1.9    Definition of Terms

Tax: Tax as a compulsory extraction of money of its equivalence by public authority for public purposes enforceable by law; and it is not payment for services rendered

Databases:  A systematically arranged collection of computer data, structured so that it can be automatically retrieved or manipulated. It is also called databank.

File Transfer:  Any kind of computer file can be sent via the Internet from one Internet user to another. Table of accounts on spreadsheets, design by a graphic artists, music sound files etc, can all be exchanged in this way.

DESIGN AND IMPLEMENTATION OF ONLINE STUDENTS ADMISSION SYSTEM (CASE STUDY OF FEDERAL COLLEGE OF EDUCATION,EHA AMUFU,ENUGU STATE)

ABSTRACT

In every institution, admission data is one of the most important data which is the basic for each candidate. The institution makes sure that every student comes into the institution through a verified process.

On the other hand, the institution makes sure that every qualified student who is duelyadmitted, goes out with a comprehensive data so as to ascertain his/her studentship.

The major aim of this project is to enable the institution produce qualified students who did not come into the institution through falsification. All these will be achieved by using a system which its operation is not basically manual.

ORGANIZATION OF WORK

This project work titled designing and implementation of an online students’ admission system (a case study of federal college of education, eha, amufu, enugu state), was carried out in stages denoted by chapters, ranges from chapter one to chapter seven.

In chapter one, the researcher looked into the background of the study. The work also introduced. The problems that limited the study was enumerated under statement of problem. The objectives, scope, limitations of system was also stipulated in chapter one.

Chapter two tried to gather from secondary sources. Materials, issues and concepts about the topic study, books,  websites were references to get materials in favor of or against the topic.

Chapter three called the system description, and analysis focused on the topic as well as the case study. Methods of data collection used were described here, the problems were analyzed and a new system was proposed here. This chapter provides what is called requirement specification.

Chapter four dealt with the designing of the new system. The scope of design, output and input specification design was discussed. The use of pseudo codes, systems flowchart, procedure chart was used. The systems specification that will be required for the development of the new product to take place was also illustrated.

Chapter five on its own, dealt on the program design. The implementation stage covers all the stages involved in implementation like staff training, review and maintenance test run. The program was designed using pseudo code. The flowchart was coded and test run to prove its workability.

Chapter six is the documentation and it covers the user and operational manual and some program designed and their uses. Finally, chapter seven recommended some approaches for the work and its conclusion.

CHAPTER ONE

INTRODUCTION

Contemporary system of doing jobs, sales of goods and services and many other ways of doing different things, keeps on changing with time. In this age, the way of doing most things are more or less contemporal to automation compared with some of the ages which human race had passed through since the existing of human being on earth.  Some of these ages includes: stone age, manual age, mechanical age and the now existing automation age which is the use of computer and other automation relation devices to quicken or make jobs easier than before. As it concerns this project, the type of job involved is to make information disemination and data collection easy, at any place and at any time.

For the system of admission system in a high institution, it had been stress on both the students looking for admission, and the admission personnel’s of high institution, as a result of the manual way of handling admission. As a result of the automation age in which we are now, it will be of beneficial to the high institutions in Nigeria by reducing fraud risk, stress etc which involve in the process of admission, if there will be online system of doing the above mentioned things.

Before the above system can be in existence, there will a good study and understanding of the existing system and requirement for the new system to be in existence. Since it involves online, there must be a need for computers and other online information management tools such as internet facilities etc.

1.1    STATEMENT OF THE PROBLEM

In recent times, there had been problems of admission processes which ranges from pride on the part of the admission personnel in which they engage in admitting their relations or whoever that gives them a huge amount of money to the stress encountered by the admitting personnel and the admission seeking candidate. Another problem is the expenditure involved both on the part of the candidate and the high institution in question a case study of federal college of education, eha, amufu, enugu state.

The already admitted students on their own part, encounters a lot of stress while checking their admission result and the institution also encounter a lot of problem in processing, printing and pasting of admission results. The problem includes the stress, resource wastage i.e human, materials and financial aspects.

Sometimes, as a result of typographical error, inadequate printing impression, tearing of pasted result by first students who first checked their admission results, leads to making some students not see their admission results in time which will make them to start going to the HOD and students’ affairs department for help.

All these mentioned above and more are problems faced by the existing system.

1.2    PURPOSE OF THE STUDY

When we talk about online system of admission, we should be referring to the use of internet in processing admission i.e where a student or candidate has to go to internet, log into the institution’s website, put in the required data which includes the qualification, date of birth, locality and nationality etc and getting back the necessary information automatically either at that time or later.

1.3    AIMS AND OBJECTIVES

This project is aimed at achieving many goals which includes:

  1. Provision of online workable admission system.
  2. Minimization of stress and resources involved in admitting students into federal college ofeducation, eha, amufu, enugu state.
  3. Minimizing stress and resources involved in admission result checking.
  4. Makingadmission results available to students at any place and any time.
  5. Making other school information available to those whom it may concern.

1.4    SCOPE OF THE STUDY

As a result of inadequate resources such as time and information gathering facilities, this study will only focus on online admission system for federal college of education,Eha,Amufu,Enugu State which is the case study of this project. The process involved can be best understood by having a look at Fig 1.1 above. This kind of project does not only restrict to the above mentioned project, though there may be other ways of admission, but I will focus alone on the online system.

1.5    LIMITATIONS OF THE STUDY

In the course of studies in this research to acquire information, proposed an exhaustive study which will enable me to get all I want but some factors militate against it. The institution has refused to disclose to me some of the activities such as the number of students required to be admitted in a session linking that one can quickly access their income at the end of every session admission or may be they feel that they are supposed to have some information which is more private to them. Some other constraints encountered during the study include financial constrain, time and energy involved in going about gathering information. As well, other constraints not mentioned did not permit me to carry out an exhaustive study of the existing system.

1.6    ASSUMPTIONS

It is assumed that all information gathered in the course of this write up is genuine.

It is assumed that dramatic changes do not normally occur overnight and the use of cetarisparbus (other things being equal) is applied.

1.7    DEFINITION OF TERMS

A study based on online admission and result checking system which involve computer and the information technology facilities, involves some technical terms. It is necessary to define some of these terms to enable the reader to understand such terms within the context. These terms includes:

COMPUTER:     This is electronic device, which except data as input through the input device, process and bring out information through the output devices.

INTERNET:       This is the inter connectivity of computers at various places using the World Wide Web.

ONLINE:            This is the act of passing information using the internet and the World Wide Web.

SIMULATION OF A SOFTWARE TELECOMMUNICATION HANDSET

Abstract

Simulation of a software telecommunication handset is concerned with controlling traffic entry into a telecommunications network, so as to avoid congestive collapse by attempting to avoid oversubscription of any of the processing or link capabilities of the intermediate nodes and networks and taking resource reducing steps, such as reducing the rate of sending packets. It should not be confused with flow control, which prevents the sender from overwhelming the receiver. This work examines the multi-user resource allocation issue of GSM networks in Nigeria, the application, effects and the technology associated with it. A software based congestion control system for the resource allocation of GSM networks in MTN will be developed using visual basic 6.0.

CHAPTER ONE

INTRODUCTION

1.1           Background of the Study

The world is fast becoming a global village and a necessary tool for this process is communication of which telecommunication is a key player. The quantum development in the telecommunications industry all over the world is very rapid as one innovation replaces another in a matter of weeks. A major breakthrough is the wireless telephone system which comes in either fixed wireless telephone lines or the Global System of Mobile Communications (GSM). Communication without doubt is a major driver of any economy. Emerging trends in socio-economic growth shows a high premium being placed on information and communication technology (ICT) by homes, organizations, and nations.

Nigeria is not left out in this race for rapid development as the nation’s economy has been subjected to years of economic reversal via mismanagement and bad leadership. The Nigerian telecommunications sector was grossly underdeveloped before the sector was deregulated under the military regime of General Ibrahim Babangida in 1992 with the establishment of a regulatory body, the Nigerian Communication Commission (NCC). So far the NCC has issued various licenses to private telecommunications operator. These include 7 fixed telephony providers that have activated 90,000 lines, 35 Internet service providers with a customer base of about 17,000. Several VSAT service providers are in operation, and have improved financial intermediation by providing on-line banking services to most banks in Nigeria. These licenses allowed private telephone operators (PTOs), to roll out both fixed wireless telephone lines and analogue mobile phones. The return of democracy in 1999 paved the way for the granting of GSM license to 3 service providers: MTN Nigeria, ECONET Wireless Nigeria which is now called ZAIN and NITEL Plc which is now called ZOOM in 2001 and later GLO.

1.2    Statement of the Problem

It has been observed that calls across different networks are always difficult to connect, at times diverted and also attract more cost. This creates room for users to be confused as how much is deducted from their call credits or are compelled to having multiple GSM lines. As the network increases, more users makes call across different networks and there is need to record the call time, call network, and line identification and be able to put calls across the networks with out much congestions.

Transmission of calls requires at least two points, A and B (point-to-point; point-to-multipoint or multipoint-to-point). Consequently, the interconnectivity problem within Nigeria is simply stated as follows:

  1. How can A and B, separated possibly by thousands of kilometers within Nigeria, transmit voice to each other without each having to be subscribers to the same operator?
  2. More importantly, how can we ensure multi-user resource allocation such that if A is the originating consumer, it does not matter technologically (even if financially) which of ALL the other operators that B is a subscriber to, nor does it matter what type of transmission he or she is sending?
  3. The transmission of calls with out much congestion in the network.

This will form the bases for the project work.

1.3    Purpose of the Study

The purpose of this research work is to establish a transparent set of Interconnection Rules, which shall encompass at least the following requirements:

* Every operator must allow all other operators full interconnection to its network at technically feasible and convenient points of interconnection, such that traffic may originate on one network and terminate on another, or otherwise pass across networks, without interference, signal deterioration, delay, congestion, or restriction.

* To design software that will serve as a congestion control system for multi-user telecommunication networks.

1.4    Significance of the Study

This study will help us to know the status of GSM network resource allocation in Nigeria with a view to knowing areas to be addressed for better performance. This research work will aid telecommunication companies in Nigeria to achieve the following:

  1. Keep record of calls across the GSM networks.
  2. Use Interswitch to put calls through to the right designation without delay, distortions or diversion.
  3. Determine the calling network and receiving network and use this information for the purpose of interconnectivity tariffs.
  4. Maintain a database of all registered GSM lines for all GSM communication companies.

1.5    Aims and Objectives of the Study

Basically the aim of this project work is to design and simulate a multi-user telecommunication handset system for MTN.

1.6    Scope of the Project

This research covers network connectivity between two different GSM networks in Nigeria. The system covers all forms of voice calls across the network. Both call identification, recording and network interconnectivity.

1.7    Constraints and Limitations

Some of the constraints encountered during this project design include the following:

  • Financial Constraints: The design was achieved but not without some financial involvements. One had to pay for the computer time. Also the typing and planning of the work has its own financial involvements.  However, to solve the problems I solicited fund from guardians and relations.
  • High programming Technique: The programming aspect of this project posed a lot of problematic bugs that took me some days to solve. Problems such as the ADO, DAO and Jet Engine related run time errors. For instance, the Ms Access office 2000 edition does not work with VB-6. Jet Engine unless converted to lower version of Ms ACCESS of office 1997 edition (i.e. version 2.0). Also other technical problem, which requires semantic and syntactic approaches where encountered as well. In seeking for the solution to these problems, I acquired more knowledge from well –versed textbooks and programmes.
  • The epileptic nature of power supply cannot be overlooked.

1.8    Assumptions

It is assumed that all the data collected with respect to this research work are true representation of network communication system in MTN Nigeria.

1.9    Definition of Terms

Inter-switch: Inter-Switch Link (ISL) is a trunking method developed by Cisco to use for Ethernet and Token Ring trunk connections.

Air interface: In a mobile phone network, the radio transmission path between the base station and the mobile terminal.

Asymmetric Transmission: Data transmissions where the traffic from the network to the subscriber is at a higher rate than the traffic from the subscriber to the network.

SIM: Subscriber Identity Module; A smart card containing the telephone number of the subscriber, encoded network identification details, the PIN and other user data such as the phone book. A user’s SIM card can be moved from phone to phone as it contains all the key information required to activate the phone

DESIGN AND IMPLEMENTATION OF A COMPUTERISED SEAPORT BILLING SYSTEM

ABSTRACT

Handling of cargo has been a circular task all these while in our various ports.  And Nigerian Ports Authority (N.P.A) being an organization responsible for seeing to the affairs of our various sea ports in Nigeria, have worked endlessly to make sure cargoes are properly handled without much complain of damage or misplacement.

To ease the operation of cargo handling in our sea ports, researcher took up this study by critically understanding the work, procedure involved, analysis of the various steps and at the same time detecting problem in the present system and designing a new system that has solution to the problem of the existing system.

The new design is computerized and is subject to modification at any given time.  It also have this interaction feature and accurate in it’s output.

CHAPTER ONE

1.0    INTRODUCTION

Nigeria Ports Authority is a government owned organization under the supervision of the federal Ministry of transport with responsibility of providing specific ports and labor services for the country’s meantime industry.

One of their numerous duties and major functions is the provision of Cargo Handling Quays facilities. Right from the inception of this company, the billing system has been manually processed.  The port complex is in the early stage of computerization and the manual method of preparing customers’ bills are delayed.

A computer-based billing system is necessary for handling and preparing of accurate bills for customers.  The new system will facilitate the prompt preparation of bills, easy retrieval of information, security to vital information and resource sharing among the billing department.

1.1           BACKGROUND OF STUDY:

Once Port complex is located near Port Harcourt, Rivers State of Nigeria, the port is a natural port and was established about twenty years ago, firstly with the construction and commissioning of the Federal Lighter Terminal (FLT) in 1982 and later the Federal Ocean Terminal (FOT) in 1996.

These two terminals handle lighter (smaller) vessels and ocean-going vessels respectively.  The average draught of FLT is about 5.7m while that of FOT is about 13.0m being the cheapest in the West and Central African sub-region.  In this regard, the FOT is envisaged to be attracting more cargo ship and traffic not only as a transit but also as a transshipment center in the sub-region.  It however did not have any mechanical handling equipment for billing.

The billing system is presently handling manually by the marketing department of this port.  The marketing department of the port took over the function of revenue billing from the traffic department in the 80’s.  Their main function is to raise customer’s bills of all statutory charges against port users for the services rendered to them.  These services includes Rental period at the number of days the consignment in within the port vicinity, NPA shore handling, transfer service, documentation, terminal delivery value added tax (VAT) and miscellaneous.

The role at which the bills are prepared with the increasing number of customer is insignificant.  There are procedural ways in which these bills are being prepared.  They are the provisional bills of vessels, the final bills of vessels and the miscellaneous bills.  A staff has to raise as many bills as the number of the customer increases: more importantly, delays bring extra cost on the importer, and this makes the importer feel disappointed when they come to collect their raised bills.

Hence, a thorough investigation and analysis of the manual billing method enables me to gain understanding on the true nature of their problems and design a computerized seaport billing system that would bring solutions to the problem inherent.

1.2           STATEMENT OF PROBLEM

History has it that the billing system in Nigeria Port Authority, one port has been plagues by several factors based on the current manual process by the use of the Draft import Debit and import Debit Note, these factors includes:

  • Fills and records are not properly kept
  • Errors are easily made and hardly detected
  • A lot of time is wasted to prepare bills
  • Information is not well documented
  • Security of files or document is not granted.

1.3           PURPOSE OF STUDY

The main aim of this study is to computerize Nigeria Ports Authority, One Port billing system in order to improve their transaction rate of services to their various customers.

1.4           OBJECTIVES OF THE STUDY

The primary aim of this project research is to develop a computer-based seaport billing system that will handle the bills raised for various customers specifically in NPA, One Port.  A computer –based system can be ‘batched’ or ‘interactive’.  A batch processing system is one where transactions are accumulated into batches of suitable sizes, then each batch is sorted and processed as a simple unit.  Batch processing has a degree of delay.  Interactive systems are those which allow the user to input data in response to the information displayed on the screen.

This project is concerned with only   ever, the researcher touched all parts of system design that will enhance a computer based billing system in NPA.

1.5           LIMITATION OF THE STUDY

During the course of this project work, the researcher batted with time and money constraint which nearly affected the progress of the work.  Despite all odds, the researcher was able to produce a defendable work.

1.6           SIGNIFICANT OF THE STUDY

The need for a study of this nature can not be over emphasized.  It is expected that with the designed system, one can realize some important effects of the computerized billing system.  Some of the effects are :-

  • The chances of frauds of any kind will be drastically reduced as well as errors on customer’s bill.
  • The new system saves time and facilitates the prompt raising of bills as delay brings on extra cost to customers.
  • The information flow is well maintained and it enhances the top management decision making.
  • The new system ensures ease of processing and hence ensures faster processing of output on customers waiting to collect theirì¥ÁG         personal property other than animals.

DESIGN AND IMPLEMENTATION OF AN ONLINE ADMISSION AND RESULT CHECKING SYSTEM FOR A HIGHER INSTITUTION(CASE STUDY OF IMT, ENUGU)

ABSTRACT

In every institution, admission and result are the most important data which is the basic for each candidate. The institution makes sure that every student comes into the institution through a verified process.

On the other hand, the institution makes sure that every qualified student who is duely admitted, goes out with a comprehensive result so as to ascertain his/her studentship.

The major aim of this project is to enable the institution produce qualify students that is students who did not come into the institution through falsification of result and who did not graduate with a maneuvered result. All these will be achieved by using a system which its operation is not basically manual.

ORGANIZATION OF WORK

This project work titled designing and implementation of online system of admission and result checking (a case study of IMT), was carried out in stages denoted by chapters ranges from chapter one to chapter seven.

In chapter one, the researcher looked into the background of the study. The work also introduced the problems that limited the study was enumerated under statement of problem. The objective, scope, limitations of system was also stipulated in chapter one.

Chapter two tried to gather from secondary sources, materials issues and concept about the topic study, books, internet websites were reference to get materials in favour of or against the topic.

Chapter three called the system description and analysis focused on the topic as well as the case study.

The implementation stage, covers all the stages involved in implementation like staff training, review and maintenance test run. The program was designed using pseudo code. The flowchart were coded and test run to prove its workability.

Chapter six is the documentation and it covers the user and operational manual and some program designed and their uses. Finally, chapter seven recommended some approaches for the work and its conclusion.

CHAPTER ONE

INTRODUCTION

Contemporally, system of doing jobs, sales of goods and services and many other ways of doing different things, keeps on changing with time. In this age, the way of doing most things are more or less contemporal to automation compare with some of the ages which human race had passed through since the existing of human being on earth.  Some of this ages includes: stone age, manual age, mechanical age and the now existing automation age which is the use of computer and other automation relation devices to quicking or make jobs easier than before. As it concern this project, the type of job involved is to make information decemination and data collection easy, last any place and at any time.

For the system of admission and result checking system in a high institution, it had been stress on both the students looking for admission, students checking their results and the admission personnel’s of high institution, as a result of the manual way of handling admission and result checking. As a result of the automation age in which we are now, it will be of beneficial to the high institutions in Nigeria by reducing fraud risk, stress etc which involve in the process of admission and result checking, if there will be online system of doing the above mentioned things.

Before the above system can be in existence, there will a good study and understanding of the existing system and requirement for the new system to be in existence. Since it involves online, there must be a need for computers and other online information management tools such as internet facilities etc.

1.1     STATEMENT OF THE PROBLEM

In recent times, there had been problems of admission processes which ranges from proud on the part of the admission personnel in which they engage in admitting their relations or whoever that gives them a huge amount of money to the stress encounter by the admitting personnel and the admission sicking candidate. Another problem is the expenditure involved both on the part of the candidate and the high institution in question a case study, IMT Enugu. Also the use of take result to going admission is another problem faced by the existing system.

The already admitted students on their own part, encounters a lot of stress while checking their result and the institution also encounter a lot of problem in processing, printing and pasting of result. The problem includes the stress, resources wastage i.e human, materials and financial aspects.

Sometimes, as a result of typographical error, inadequate printing impression, tearing of pasted result by first students who first checked their result, leads to making some students not see their result in time which will make them to start going to the HOD for help.

All these mentioned above and more are problems laced by the existing system.

1.2     PURPOSE OF THE STUDY

When we talk about online system of admission, we should be referring to the use of internet in processing admission i.e were a student or candidate has to go to internet, log into IMT WEB site, put in the required data which includes the qualification, data of birth locality and nationality etc and getting back the necessary information automatically either at that time or later.

On the other hand, result checking also involves the same procedure but has to do with the students putting in their registration and other students identification data and then get their result either immediately or get it sent to their e-mail box automatically.

1.3     AIMS AND OBJECTIVES

This project is aimed at achieving many goals which includes:

  1. Provision of online workable registration system.
  2. Minimization of stress and resources involved in admitting students into IMT.
  3. Minimizing stress and resources involved in result checking.
  4. Making available results to student’s any place and any time.
  5. Making other school information available to those whom it concern.

1.4     SCOPE OF THE STUDY

As a result of inadequate resource such as time and information gathering facilities, this study will only focused on online admission and result checking system for IMT which is the case study of this project. The process involved can be best understood by having a look at Fig 1.1 above. This kind of project, does not only restrict to the above mentioned project, though there may be other ways of admission, but I will focus alone on the online system.

1.5     LIMITATIONS OF THE STUDY

In the course of studies in this research to acquire information, proposed an exhaustive study which will enable me to get all I want but some factors militate against it. The institution has refused to disclose to me some of the activities such as the number of students required to be admitted in a session linking that one can quickly access their income at the end of every section admission or may be the feel that they are supposed to have some information which is more private to them.

It is assumed that dramatic changes do not normally occur overnight and the use of cetaris parbus (other things being equal) is applied.

WEBSITE:           This is a location on the World Wide Web server were information about a particular organization or association are stored and from were they can be located.

WORLD WIDE WEB:   This is responsible for universal resource location via the internet.

RECORD:            This is the information concerning a person, place or thing.

DATABASE:       This is a location or file were the records about a particular group or related records are store.

CHAPTER ONE

INTRODUCTION

2.0           Background Of The Study

A hotel is an establishment that provides lodging, paid on a short-term basis. The provision of basic accommodation, in times past, consisting only of a room with a bed, a cupboard, a small table and a washstand has largely been replaced by rooms with modern facilities, including en-suite bathrooms and air conditioning or climate control. Additional common features found in hotel rooms are a telephone, an alarm clock, a television, a safe, a mini-bar with snack foods and drinks, and facilities for making tea and coffee. Luxury features include bathrobes and slippers, a pillow menu, twin-sink vanities, and Jacuzzi bathtubs. Larger hotels may provide additional guest facilities such as a swimming pool, fitness center, business center, childcare, conference facilities, internet facilities and social function services.

On the other hand, Internet has become the world’s largest information network which has the richest information resource. The roles of Internet and Intranet should be taken full advantage of in informatizing the hotel industry. The roles of the network should be taken full advantage of in researching and developing of systems such as room reservation, hotel management, Internet advisory, and etc. All these can have a strong radiating capacity in promoting resource sharing and providing the most advanced information services, greatly improve work efficiency and reduce business costs.

The hotel industry, first and foremost, should realize the intelligentization of internal management, and achieve the full automatization of reservation, rooming, accommodation, discharge, guest market analysis, financial planning. The determination of the target market, competition in the market of guest sources is all guaranteed by high-tech information technology. In order to market the hotel through a variety of channels, expand the market share, and gain a firm foothold in the international market, it is necessary to participate in the international information network, and collect the information of international tourism market.

1.1 Statement of Problem

Although technology is rapidly changing almost at the speed of light, some Hotels are still using manual reservation system to check in/out customers, Hotel facilities, management, share ideas and passing of information, for instance Staff performance assessment, customers rooms are done manually hence providing:

  • Ø Providing untimely assessment information’s.
  • Ø Consumes a lot of time,
  • Ø Waste and use lots of resource such as forms.

The sub-objective are to identify the requirement and design the Hotel reservation system that will resolve the above problem of manual reservation system, by designing and implementing the proposed system successfully it will benefit many parties; firstly by providing staff with access of easy view form.

1.2. Aims and Objective

The main aim is to develop a Hotel reservation system to replace the paper based Hotel reservation, and also:

  • To ease staff and admin with facilities for reservation process.
  • To enable sharing of ideas, harmonize and provide timely useful information on how best to enhance performance.
  • To ease decision making, save time and resources and utilize opportunities of new technology

1.3 Significance of the System

The significance of this project includes to:

  • Encourage adherence to internationally accepted Hotel performance standards.
  • Ease reservation and management process.

1.4 Scope and Limitation

This study is limited to the acquisition of data in a certain hotel, including room accommodation rate, room types available, hotel amenities and other offers. The system is expected to accept basic information from clients like name, address, contact number, room type, mode of payment, length of stay and issues a bill or receipt of acknowledgement as for successful logging in. the system will then store the accepted data in a database for future usage.

1.5 Definition of Terms

Online Reservation System: An Internet based system used by hotels that allows prospective hotel guests to check availability and make reservations at the hotel online.

All-Expense Tour: A tour that offers all or most services: meals, lodging, transportation, sight-seeing (etc), for a pre-established price.

However, the terms ‘all-expense’ and ‘all-inclusive’ are normally much misused, as almost no tour rate will cover everything. The terms and conditions of a tour contract should specify exactly what is covered.

All-Suite Hotel: A hotel that features suites, which are larger than the typical hotel room, with a separate living space in addition to the bedroom. A suite may also have a whirlpool or kitchenette.

Affiliated Hotel: A hotel that is a member of a franchise, chain or referral system. Membership usually provides special advantages, such as the use of a national reservation system.

Affiliate Reservation System: A hotel chain’s reservation system in which all participating properties are contractually related.
