INTRODUCTION

Small scale industries, although has no consensus definition, has been known to assume various dimension in different country. In L.L Ahukannah and his college text titled commerce for senior secondary school classified retail shop into: small – scale traders and large – scale trader which means that small scale trade is under retail trade.

In addition. The parameter could equally be the size of human, sales, capital invested and other resources.

Finance on other hand has been defined by Mr. Joseph Iloh in three prospective view namely:

vAccording to layman’s prospective – to a layman finance is the total volume of cash in hand and at bank.

vAccording to investors prospective – it is the provision of fund as at very time that investment is ripped or ready.

vAccording to academic “ prospective – finance is the body of knowledge packaged to train a person and get him qualified as a professional.

Nevertheless, this study attempt to examine the various problems faced by small scale business in Nigeria especially in securing adequate finance and other problem retarding the progress of business in Enugu in Nigeria.

Small scale business according to national development plan (1976 – 1980) on the third general notion has to that small scale industry means an industrial undertaking involving a total investment of one hundred and fifty thousand naira (150000) as maximum.

However, a framework definition could be given for the purpose of this study. Hence small scale business is a business personally set up, organized, financed and perhaps managed either by the owner or employee. Both could equal run the business simultaneously.

Notably in the past decades, government used to provide more resources to large scale industry in her plans and policies at the expense of small and medium scale industry.

But today, following the importance of small scale enterprises in promoting economic self – reliance has gained increasing recognition in many developing countries such as Nigeria especially with the realization and acceptance that import substitution strategies of many large scale enterprises

THE OF ACCOUNTANT IN MANAGEMENT AND LIQUIDATION DISTRESS BANKS

CHAPTER ONE

INTRODUCTION

1.1            BACK GROUND OF THE STUDY

Banks play crucial roles in the process of economic development. By mobilizing funds from the surplus spending units into the economy and by on-lending such funds to the deficit spending units for investment, banks increase in the process. The quantum of national savings and investments through an appropriate investment multiplier, the volume of goods and services produced in an economy increases overtimes as a result of the investment projects embarked upon through banks funds.

Also through banks direct and indirect contributions towards the growth of the national economy, they (banks) succeed in promoting an effective payment system, and in creating banking habits and in developing the society at large.

I intend to look at the possible reasons for bank distress and the effect of such failures on the rest of us before working at “the Role of Accountant in managing and liquidating distress banks’.

A various times over the past five years of the structural adjustment programme (SAP) the banking industry had to cope with different types and forms of difficulties, all  in a bid to record and sustain what one call impressive performance.

We have for instance been at different times, the removal and late re-introduction of calling on interest rate. The seemingly notorious and dreaded stabilization securities have also become one sources of treasury management policy detrainment that banks have leant to live with.

The term “Distress’ means great pain, discomfort or sorrow sufferings caused by want of money or mismanagement of money by bank officials which as we know is a complete rogation of the trust reposes in them by innocent investors.

The role of accountant in managing and liquidating a distress banks are being valued by expert values. The accountant has to be fully involved in appointing an expert liquidator who would then sell the assets and liabilities of the distressed bank by means of auction to the general public.

In this case, it is not only that the property of the bank is being liquidated but also, the property of the debtors of the distressed bank. The liquidator has to fall back on the assets which the debtors of the bank used as their collateral when borrowing money from the bank.

The money being recovered from the proceed should be used to settle the creditors of the distressed banks. This so because the bank has been termed “DISTRESS” by the result of its inability to meet – up with the stipulated guidelines of having low capital and non-marketable assets base.

STATEMENT OF PROBLEM

There are many problems which could eventually lead to bank distress just as there are many possible cause of death of a human being.

Some of problems are stated here but they are in no way exhaustive.

i)                   Bad management

ii)                  Inadequate capital

iii)                Risk assets port folio

iv)                Assets and liabilities management

v)                  Boardroom crisis

vi)                Inability to adopt to changes

vii)              Fraud

viii)            Planning etc.

1.2            OBJECTIVE OF THE STUDY

The researcher is precisely focusing mainly on the objective of the managing and liquidating a distress bank in the sense that she carried out her  study which intend to ascertain how the property of the distress bank should be disposed as a way of recovering in full or part of the money deposited by the customers during the banking operation. The study is also designated to highlight the consequences of liquidating a distress bank which include how exactly the assets should be valued to make sure that the actionee does not pay uses or making a pledge of paying later.

In order further, this course of study the following aims are being considered as some of the objectives of managing and liquidating of the objectives of managing and liquidating a distress bank.

a)                 The accountant should see that the procedures for liquidation are duly completed before execution.

b)                To make sure that all the money which are suppose to be paid by auctioneers are fully recovered at the time and at the place of the auction.

The role of accountant in managing and liquidating a distress banks are being valued by expert values. The accountant has to be fully involved in appointing an expert liquidator who would then sell the assets and liabilities of the distressed bank by means of auction to the general public.

In this case, it is not only that the property of the bank is being liquidated but also, the property of the debtors of the distressed bank. The liquidator has to fall back on the assets which the debtors of the bank used as their collateral when borrowing money from the bank.

The money being recovered from the proceed should be used to settle the creditors of the distressed banks. This so because the bank has been termed “DISTRESS” by the result of its inability to meet – up with the stipulated guidelines of having low capital and non-marketable assets base.

THE INFLUENCE OF POOR FINANCING ON THE OPERATION OF SMALL SCALE INDUSTRIES IN NIGERIA (A CASE STUDY OF SELECTED INDUSTRIES IN AWKA METROPOLIS)

ABSTRACT

The every economy a critical look into it will reveal that the need and desire of people are sissified by numerous small-scale manufactures not withstanding the existence of big business organizations which are locally and internationally famous.

Small-scale industries contribute immensely in the growth and development of an economy through their contributions to the national income of such economy.  infact small scale industries were the mainstay of every economy world wide.

Inspite of the contribution of small-scale industries financial constraint ahs been confronting their growth and development. It is because of this that the researcher decided to delve into the influence of poor financing on the operation of small scale industries in Nigeria.

A critical look showed that this teething problem of finance was caused by inability of small scale industrialist to sources fund externally through the issue of shares to the public loan overdraft, grant etc. this implies that for the financing of operations of small scale industries the fund sourced internally have proved inadequate for the operations of the industries

In collection of data to know the reason behind this poor financing so that a useful solution will be offered the use of questionnaires and  interview were employed.  The use of questionnaires and interview  analyzed to ascertain the truthfulness and authenticity of data collected.  In doing this the use of co-efficient of variation (C.V) was adopted in which case the response with he lower or lowest co-efficient of variation is rejected.

At the end of the study it was discovered that:

a.                 Inadequate capital contributed to the failures of small scale industries.

b.                 Lack  of proper management which resulted from inadequate fund to employ competent employees contributed to the failure of small scale industries.

c.                  Absence of eternal equity contributed to the failure of small scale industries.

Following the result from the study. It could be concluded that if adequate fund is provided to them the performance of small scale industries will be improve upon.

To wipe-out this ugly trend some suggestion and recommendations were offered

–                     The gearing of the firms should be increased.

–                     Staff should be well remunerated and  motivated.

–                     Government should be given grants and tax relief’s to small scale industrialists

–                     Finally the should go for external sources of fund to finance their operation.

Therefore if the suggestions and recommendation proffered by the researcher in this study as strictly adhered  to the objective of growth and development of the small scale industries will be achieved thereby improve the state of Nigeria economy.
